The Art Education Collection includes more than 400 items in a variety of sizes and diverse visual styles and themes. It features artists such as Frida Kahlo, Georgia O’Keefe, Ernie Barnes, Charles Bibbs, Paul Cezanne, Mark Rothko, and Pablo Picasso.
Featured within the collection is the Images of Howard County Collection by the late Columbia resident and photographer Donald Reichle. An avid photographer of historic buildings and structures around Maryland, Reichle documented historic buildings throughout Howard County including a number of buildings along Main Street Ellicott City. Reichle generously donated his Images of Howard County to Howard County Library System in 2012.
The framed artwork is available in a variety of sizes and is packaged in protective, easy to transport bags. The collection is only available at HCLS Central Branch and HCLS Glenwood Branch, and artwork may only be returned to the Customer Service Desk at that branch.
This collection is integral to HCLS’ mission to promote art and cultural education for all, and create greater access and exposure to art within the community. Designed to foster a learning environment that both inspires and supports aspirant, amateur and professional artists, each artwork is accompanied by information about the artist, the piece, and tools to inspire conversation.

Call for Submissions:
- If you have artwork of your own that you would like to submit for consideration, complete this form.
- Applications are accepted year-round. Submissions will be reviewed by a selection committee.
- HCLS can only accept 2D artworks on paper (eg: photographs, watercolors, illustrations, prints, drawings, etc.) that are suitable for framing. At this time we are are unable to accept works on canvas, textiles, 3D artworks, time-based artworks, or any artworks that have a raised surface texture. We accept both originals and reproductions.
- Actual image size cannot exceed 36″ x 26″.
- If artwork is a donation, HCLS will not pay or be responsible for appraisal.

How the art was chosen:
A committee of HCLS staff selected artwork for the pilot Art Education Collection. Guided by selection criteria for all HCLS materials, they chose museum-grade prints and photographs by award-winning local, national, and international artists.
The art features a variety of styles, eras, themes, and cultures. A small percent of the collection features artwork by HCLS staff members. A significant portion of the collection features donated photographs of historical structures in Howard County by the late Donald Reichle.

To borrow artwork:
- You must have a valid Maryland library card registered at HCLS. (If you forget your card, any photo identification with your name and address is an acceptable substitute.)
- You must be 18 or older.
- You may not use a special borrower’s card (A+ Educator, A+ Student, Temporary Resident, Homebound, Satellite Collection, DIY).
Limits, Loan Period & Fines:
- You may borrow 2 items from the collection in total.
- The loan period for items from the collection is 6 weeks.
- Items from the collection may not be renewed. All items must be returned at the end of the initial borrowing period.
- Returned items will be systematically inspected based on established guidelines before being cleared from your account and made available to other customers.
- Fines:
- If art is not returned by the due date, fines are charged for each day an item is late.
- Fines on overdue items will be added to your account.
- Fines may be paid in person or at a SelfCheck machine at any HCLS branch.
- If $10 or more is owed in fines, customers will not be able to borrow or renew any library materials until the fines have been cleared from their account.
- Daily fines (charge per day per item) from the Art Collection: $2.
Seniors (65+) pay half the fines on all overdue materials. - The maximum fine (charge per item) is $30
- Daily fines (charge per day per item) from the Art Collection: $2.
Lost & Damaged:
- Artwork is to be returned in the condition in which it was borrowed.
- The full replacement cost and a processing fee will be charged for each item lost or stolen.
- If the frame or glass are broken or damaged, the frame replacement cost will be charged.
- If the artwork is damaged, the artwork replacement cost will be charged.
- Replacements for lost or damaged artwork or artwork components are not accepted.
Returning Items:
- Artwork must be picked up from and returned to the Customer Service Desk at the lending branch during open hours.
- Artwork MAY NOT be returned to any HCLS book drop, any other HCLS branch, or other library systems in Maryland.
Reserving Items:
- You may not reserve artwork.
- You may call HCLS Central or Glenwood Branch to check on the availability of a specific artwork.
- Available artwork may be held for a two-hour period for pickup at the HCLS lending branch.
- Artwork will not be sent to other HCLS branches for pickup.
